1) Had had the op and could have healed in time.
Could also been allowed to take his legal shot, but NSAC stopped him from taking, (Likely from under orders of Floyd)
2) When do you think Floyd was in his prime?
And Floyd didn't fight a prime Pacquiao.
I'm ignoring no facts. I know where they are ranked, and Pacquiao had dropped down the P4P list and was on the decline since 2011. You know this too.

In his own words, he said he was talking about fighting the rematch with Pacquiao before the Thurman - Pac fight......Then when Pacquiao still looked competitive and dangerous against Thurman all of a sudden we're hearing crickets again. Mayweather would have been chomping at the bit for a rematch if Manny had looked bad in that fight. This just seems to confirm that Mayweather picks his battles very carefully. He should continue fighting inexperienced, bantamweight UFC fighters because he'll get beat by most of the top welterweights.
