Peterson was under the limit for normal testosterone levels and he would have been licensed in Nevada without OSDT.
But his VADA test popped for synthetic testosterone, which wasn't yet banned by the Nevada State Athletic Commission. Under the NSAC standards Peterson was good to go, but because both fighters had signed up for more stringent testing, the Nevada commission also had to consider the VADA rules and results when deciding to license both fighters.
Keith Kizer of NSAC denied Peterson a license and gave him the option of having a hearing, just as the Mass commission did with Saunders, but GBP went ahead and cancelled the fight without bothering with the formality of the hearing.
I don't know where you heard that athletic commissions in America are suppose to ignore a fighter failing an OSDT that they signed up for, but you are mistaken.
