Even if he was the "2nd mandatory", which he is not as he declined to fight Ortiz, he still would have to wait at least a year from today before the WBC would feasibly order a WBC Champ vs Whyte fight.
As for fighting Ortiz outside of the WBC construct, a win in the UK would further his "draw capability" and make him a far more attractive match up for whomever the champion(s) is/are after next spring.
Lastly, there are other routes he could take to become mandatory (WBA and WBO). In either case, he's a year off before a mandatory fight would be ordered.
