When there is not champion available, the #1 challenger is the #1 ranked fighter. When a champion is available, the #1 challenger is the #1 Challenger to the championship.
Going off your theory of the Champion being #1, the annual Ring rankings would look like this:

They don't look like that because the Champion can't be the #1 Challenger to his own championship.
Let's look at how The Ring ranks 2016 Heavyweights, Mr. ******:
Since when has the #1 ranked fighter been the "#1 ranked challenger" ?
That's news to me.
The Champion is the #1 fighter in the division I don't even know why this is being discussed. After the Champion it starts from #1-10. It's not difficult.
But to answer TS, Floyd has been his own boss since 2006. That literally means Floyd could fight whomever he wanted from 135 to 154. If he felt like fighting the #1 Lightweight, he'll fight the #1 Lightweight. If he felt like fighting the #1 JWW at WW, that's what he would do.
If Horn is ranked #1 at WW at the end of 2017 and Floyd wants to steal some more money, that's what he'll do. If he feels like fighting a guy that's 0-0, guess what? You get the point.
The Pac and Canelo fights were good fights at the time. Was Pac the same in 2015 that he was in 2009? No.
Should Floyd have fought Cotto, Margarito and Williams between 2008-2009 instead of retiring? Yes.
Horn isn't #1.
You keep bringing up Linares. Why? No one mentioned Floyd fighting a #1 ranked fighter outside of the divison being fought in so unless Floyd moves down to 135 and fights him that example doesn't make sense.

Despite the emotional outpouring, few believed Mayweather was serious, rather that he had simply been overcome by the moment.
Less than two months later, Mayweather agreed to face Oscar De La Hoya. In May 2007, Mayweather outpointed him in a fight that shattered all boxing revenue and pay-per-view records. After beating Ricky Hatton in December, plans were in motion for Mayweather-De La Hoya II to take place Sept. 20.
In retiring, Mayweather leaves behind several potential major fights, including one against the winner of next month's welterweight title bout between Miguel Cotto and Antonio Margarito, both of whom are promoted by Arum.
"If you don't want to take the risk and you don't have to take the risk why would you want to fight a Cotto or a Margarito and subject yourself to risk when you don't have to do that?" said Arum, who has often ripped Mayweather for his reluctance to face either man.
"He just told me he was retiring and I said, 'OK.' He had already made up his mind. He did it his way, not everybody else's way," Ellerbe said

so somehow Hatton and Maidana were not prime...and all the fighters on that list are younger than Mayweather except JMM and Mosley
