Guess you could say they're smart to let Wilder get 2, possibly 3, more fights in before the Russians force the Povetkin fight.
The French guy had calves 3 times as big as Wilder's legs and took plenty of flush shots. However hitting Wilder wasn't necessarily a problem at times. He just couldn't fight well and consistent enough against Wilder's stature.

Povetkin has much more power than Johann, not to mention loves to get on the inside (center) where Wilder tends to leave himself open too often.
Wilder is the favorite IMHO, the athleticism, reach, height will be huge factors when Povetkin is up.
We'll just have to see how well Povetkin does againt a tall opponent like Wach, if completely walks through him then in no doubt Povetkin is gonna be the favorite

Stiverne landed on him, but he was reaching with his punches and his feet weren't set because he constantly had to move to get into range. Wilder just shrugged them off and laughed at him because they were probably only 40% of Stiverne's close range power.
