Given that I'm very well schooled on teh endocrine system the IV isn't as damaging as the low TE ratio. That is way more damning than the IV. At least mayweather can try and argue that he was dehydrated. There is only one explination for two tests showing high end of normal free testosterone and a T/E ratio well below 1. The use of exogenous epitestosterone to mask the use of exogenous testosterone.
Short of a major endocrine problem that would preclude Mayweather from being a professional fighter there is no other explanation for the results of those drug tests.

So I read USADA's response correctly and you totally read it incorrectly.

Mayweather declared the infusion in advance to a USADA doping control officer who was at his home for collection of a sample. Mr. Mayweather provided partial urine samples to USADA both prior to and following the infusion. The urine provided by Mr. Mayweather on May 1, 2015, was subsequently tested and has been reported by the World Anti-Doping Agency accredited laboratory as negative.”
In regards to the USADA documents that they sent to Pacquiao's legal team after the subpoena, you have no proof that they DID NOT send them test results!
