At least Manny is now saying blood testing is NO longer an issue Pacsters. Strange, I wonder what happened to his debilitating weakness he had as a condition previously? Or as said before both Fighters wanted to try and build the fight to the right time\value.

You add that Khan will likely command near all of the UK money (Arum's relationship with BoxNation will complicate those talks too) and want a significant chunk of the US money too makes the ideas of those negotiations just as spotty as the talks for a fifth Marquez fight.
Pacquiao could fight Khan, whether Arum allows that fight to happen (with Khan having capable management on his side and the prospect the massive Wembley fight with Kell Brook, I doubt that he'd be all that desperate to bend either) is the real question.
