So really your post doesn't really say anything other than your own theory.
From what I gather you're saying Pacquaio has agreed to everything, except he hasn't agreed to everything, only what he deems fair, but we don't know what that is. But that theory in itself isn't really based off anything. I've not seen that being said, all I've seen from Pacquaio's side is "Everything is agreed to".
So overall your breakdown wasn't great, generous 5/10.

Pac's side has been talking A LOT about the negotiations. The minute they are asked who they have been negotiating with, they say they aren't allowed to say. That is fishy as well.
And this is the same Top Rank Promotions that held negotiations with itself for this fight in the past and claimed they didn't know how to contact the Mayweather side after it became clear that no negotiations ever took place.
I'll take my chances waiting for all of the info before I pass judgement.

Clearly true based on what? Because Pacquaio said so?
When did Floyd admit that everything's been agreed? I've not seen that. I've seen him say the opposite.

A positive to take is that this similar kind of thing happened in the Mayweather-Mosley negotiations.
Floyd was taking forever to sign the contract, people were speculating that e was going to fight someone else, Schafer was getting frustrated. Etc.
So that's a positive way to look at things.
It could be a ploy. Who knows.
