Mexican great Julio Cesar Chavez Sr. has blamed promoter Bob Arum of Top Rank as being the reason for Floyd Mayweather vs. Manny Pacquiao not being finalized.

Mayweather was once promoted by Top Rank. He bought out the remainder of his contract in 2006. The unbeaten fighter has refused to do business with Top Rank since then, and even advised Pacquiao to leave his promoter in order to make a fight between the two of them.

if others close to the situation hadnt said the same thing then I would be inclined to believe it, but roach, ariza, and his personal attorney said the same thing about who is the hold up, then he said he wouldnt let pac fight on 5/2 cause it would be disrespectful to mexicans (when he has already fought on this date before) Then Arum is the hold up, ariza has said on record that both guys involved want this fight, but people on Pac's side have been saying that the hold up is Arum. To say an undefeated fighter of Floyds pedigree is afraid of fighting somebody, is childish humor at best.
