But seriously though... why is Floyd working on a Cotto deal right now when everything he wanted, Manny agreed to?
Floyd's side is not negotiating in good faith here...after laying down all those demands and once pac agreed to it they were told to wait without any guarantee that the fight will happen. It's actually a little generous for pac to give this negotiation until the end of this month to finalize as he usually fights in april in case negotiation fails again

I've always thought making the smaller man use non-puncher's gloves and drug testing him makes Floyd look kind of cowardice. He's a smaller guy than you, Floyd!!! C'mon, mang

Extremely strong chatter than Mayweather-Cotto 2 is imminent.
Cotto's adviser earlier today also said there were no updates on negotiations... didn't deny they were happening:

I asked @eaag if indeed Cotto-Floyd 2 is near fruition. "Honestly no update," Cotto advisor told me
Neither Floyd nor Cotto have been negotiating in good faith with their potential opponents. Both Pac and Canelo agreed to their terms and were given the shaft for a pointless rematch no one asked for.
I think Pac-Canelo should go down on May 2nd, 150-152 catch weight just to be a giant **** you to Floyd and Miguel.
