Just watched the KO. Periban looked very unsteady after the knockdown and I'm not sure he would have been able to convince any ref he was OK.
However, it's improper for a ref to waive the fight off before the fighter has even touched the canvas. Foster did not administer the rules properly. You at least give a fighter a chance to prove that he is OK and able to fight on.
Fighters frequently get knocked down by huge punches but are able to get up, get wits about them and fight on. Moreover, how many fighters have we seen get knocked down by big punches, to get off the deck and win the fight? This happens all the time in boxing and it isn't fair to fighters not to give them that chance to get up

Perhaps the pool of refs creates a problem in that the board can't appoint others.
Maybe the boards are happy with their performances?

I don't know but I suspect that % of fighters who come back after heavy knockdowns (where some may have stopped the fight) is very small. They stay in our minds because they are unique.
