The part about Pacquiao not being his own boss has nothing to do with the negotiations. He's just making the point that Arum runs things as far as Pacquiao is concerned and whether Pac gives his approval or not is moot because its ultimately up to Arum which is once again true.

I really just want this fight to happen. People are too quick to call the fight off and put the blame all on Mayweather, and yes he's said somethings for me to fell uneasy, but he says they're still trying and the networks are still talking so I'm still holding out some hope.
