If mares beats both rigo and donaire then yah you can make a strong case for him being #1...but right now his resume doesn't reflect anything near #1... truth is he didn't beat the #1 ranked guy at bantamweight when he was competing at bantamweight..#1 guy was montiel who was unified wbo and WBC bantamweight champ and p4p top ten, and was coming off a big win against former #1 bantamweight champ, hasegawa...mares should have been dq'ed against agbeko in their first fight..I thought darchinyan was robbed..he drew against perez.. and his only legit standout wins are against Moreno and de Leon...
People just overrated mares like crazy...and he is only legitimately a two weight world champ btw...his belt at 122 was completely bogus and a gift..
