I think he would beat Paulie, a weak champion, but probably lose to either Brook or Alexander. Brook has the power to take him out and Alexander has the speed, skill, and stamina to outpoint him. I think he should have to earn a tittle fight with at least one good win but HBO seems to love the guy and give him tittle shot after tittle shot. I think his fight with Guerrero might have taken something out of him but time will tell.
