Depends who are referring to. Yes Floyd can only fight 2 people. The standard is different because he's the best and he should be fighting the best. You can't put yourself on a pedestal and then say "hey what about these other guys?".

If you give me the names of other fighters, I'll probably only give a couple options for them too unless their young and up n coming.

floyd ducked williams his entire career and would never fight him no matter what

Pacquiao made it clear he is not fighting above 147 and he won't take less than 50 50 on the money split with Floyd so that fight ain't happening.
