You've just implied that it is easy to evade taxes in the 'Pines and if you are caught, even if it was on purpose and not an accident, then the tax evaders can simply 'fix' the problem and get off near scot-free.
Due to the ease on the punishments on tax evasion it would suggest there is a culture of tax evasion (see Greece), which by itself can be considered a 'gateway' into other forms of fraud.
