That excuse got exposed horribly...it is the equivalent of having a court case go to trial in the USA but saying you don't want the American Legal System to handle the case...it makes no sense and holds no rational explanation when scrutinized.

If I was Manny Pacquiao I would NEVER make USADA testing. USADA is an organization that protects American athletes and screws all the others. Why should Pacquiao allow USADA to screw his career?
