Apart from Mosley, who was in much better condition when he fought Cotto, Miguel has done better against common opponents as well.

Mayweather is rated above Pacquiao.
That is a FACT.
The only top 3 fighter that Pacquiao has fought in 5 years is Juan Manuel Marquez. That too is a FACT.
So how does a guy who has not faced a top 3 fighter outside of Marquez even get a #3 ranking?
Considering that none of the men that Pacquiao has fought since 2008 excluding Marquez have been ranked than 4th!
Cotto could kill Pacquiao in the ring and his rank should be no higher than 4th.
You get what you deserve, and one only deserves to be the man by beating the man.
Say what you want about Floyd but the man fights the #1 & #2 contenders.
Pacquiao absolutely does not. The men he fights were at one time top contenders, but NEVER has any man aside from Marquez been at the top when Manny faces them in the last 5 years.
Now if you rank boxers according to how much you like them or how much they look like your uncle, then that's a different story.
But I'm assuming that we are talking about who fights the highest ranked fighters and who fights in catchweights to seem like they are taking on tougher challenges than they really are.
