This Floyd-Pac fight is international in nature and I think it's just fair enough that a world governing body will be the one to oversee the whole testing process. Floyd training in the USA will be tested by USADA, and Manny in the Philippines will be tested by a reputable WADA accredited testing agency in Asia. And when Manny is in the US for second half of his training, both him and Floyd will be under USADA testing but still under WADA control.
