mayweathers counter was pure accusations and slander, then he came out with the OST demands after arum and pac came out with the 10 mil per lb. i'm going by timeline here......... floyd, as far as i can recall, out right rejected the overage clause...... but i could have it wrong, i too, like you are going off of public information, i'm going off of timeline, the fact that everyone likes to believe they have inside information is the best part of this joke.
i don't know about pacquiao, but if i were in his place, or hopkins place, i would not let my opponent dictate to me what i do and how i'm supposed to live my life, and i wouldn't let them discredit or marginalize my entire career with such fact lacking and baseless accusations.
your argument of pac not wanting the fight is easily flipped by saying floyd put up these demands to avoid fighting pacquiao, it's a two way street.
the drug tests don't mean a thing, but the control of one over another does, and when one has control over stuff like that, giving the other no option, that is leverage, that is where ground is taken, and a battle on the mental war field has been won, and to combat that, you don't give in, you stand your ground and you fight your fight............
not taking the test doesn't mean you're guilty of anything, being caught red handed and having it proved against you in court, not the court of public opinion, proves guilt.
taking the tests don't prove anything, other than one man can make another do something he doesn't want to do if he chooses to give up his ground on that issue.
the bottom line is this, floyd and company have and never had any proof......
so why demand such a thing? also it's why he is getting sued.......... it's slander and libel.
it's like saying, you're a pedophile and if you don't take a lie detector test and dna test to prove it, you're guilty......

i'm pretty fair on my timeline, i remember the 10 mil per lb coming up before the OST.......... but for argument sake, even if it was ost then the 10 mil weight clause, why no wiggle room from floyd??? if it's about the money then why would he let that stand in his way?? it's not a rule or demand from the commissions, just his own demands, pac was willing to negotiate and from what i know of the situation, he still is.
like i said, if i were in pac's place or hopkins, i would not let someone who has no power, jurisdiction, or rule of law over me, tell me or make demands of me to do anything............ money is not the issue here at the end of the day, it's just the icing on the cake, or in floyds case, the carrot in front of the mule( or drug mule in rogers case, ooohhh, taking shots!?! yes i am )............

I think the tests has always been apart of Mayweather's demand. Below is an article stating what was going on during the negotiations.....
Schaefer believes that Arum's position of leaving it up to the commission is him "moving the goal post."
"The pressure is on Pacquiao," he said. "They keep moving the goal post like they did with the $10 million weight penalty [if either fighter is over the contract maximum 147 pounds], which we agreed to. They didn't think we would accept that. When we did, they had to find something else to make into a problem. So now they're saying it's up to the commission instead of wanting to negotiate the drug testing with us. I don't want to hear that if the fight breaks up it was because of us. When they came to us with a $10 million weight penalty, they didn't expect us to say yes. They thought we'd say no. So when we said yes, they had to come up with something else. Now we're off USADA, and they are going to come and say only urine testing if that's what the commission says. It's really frustrating.

While Arum is making plans for an alternative fight for Pacquiao against former junior welterweight titlist Paulie Malignaggi -- who has also accused Pacquiao of using PEDs -- if the Mayweather fight falls apart, Schaefer said he hasn't discussed an alternative with Mayweather.
"We haven't discussed anybody else because the fight we want to bring to the fight fans is the one with Pacquiao," he said. "The focus is on getting Mayweather-Pacquiao done while Bob is making calls everywhere on the Malignaggi fight. That shows his focus is not on Mayweather.
