The thing is, I don't give a *** about US law, I can say whatever I like because Pac has failed to prove otherwise.
If I knew for sure that Manny was clean, I wouldn't say it.
And if he hadn't walked away from a $50mil fight to blatantly avoid random blood tests, then I would most likely think that this subject was ridiculous.

FACT: Manny walked away from that fight because he would not agree to random blood testing without a 24-day cutoff.
Folks will draw their own conclusion as to why, and Manny's 6 ridiculous excuses did him no favors. BTW, which one of those ridiculous excuses did you believe Mr " innocent until proven guilty ".
