In regards to the commissions, since "they're the pros",
they obviously see no need for extra tests.

The original post is all well and good from a speculative point of view.
But here's the crux of the matter...
It's hilariously comical that it's only the Pacquiao fans and haters of Floyd who bring up "They should do year round drug testing" when the fact is Team Pacquiao AND Arum had no idea to bring that up BEFORE the start of, nor DURING the negotiations. More importantly, they DID NOT flat out say "No, we will not resort to Olympic style drug testing because that's a "Year Round" endeavor", again, BEFORE the start of negotiations nor DURING the negotiations.
In fact, None of the governing bodies including the commission and the drug testing authorities ever brought up the "Year Round Drug Testing" issue while the negotiations were in heated mode.
Case in point, it took this long (Since 2009) to finally say something that "just might" justify Manny's refusal to submit to "random" drug testing.
Recap:
Team Pacquiao went along with the OST plan until the excuses started flying from their side and it blew up in their face. Then they had to save face with more excuses which derailed the talks further. Just go back to 2009 for those who missed all the drama.
With that said, I'll keep reverting back to this, which definitely can't be refuted for the revealing quote:
Ariza: "I'm responsible for what Manny takes. He has no idea what he takes."
Let's also remember Arum adamantly and publicly stating on camera that "Floyd will not fight Shane Mosley because he won't fight a bigger man who can beat him."
Fact: Floyd was willing to submit to the very same "random" style drug testing that Pacquiao would be submitted to.
Fact: Floyd and Shane both underwent "random" drug testing AND they both passed them before their fight.
Refute that one with facts.
Manny Pacquiao: “I feel like I don’t need Mayweather to make my career. I fought the best and anyone willing to face me. I want it, and feel the fans deserve the Mayweather fight. I want to prove to everyone that it wasn’t me who didn’t want the fight. That’s why I made the concession to take anything [blood tests] he wants at any time. Even during the fight before the sixth round if he wanted! What else can I do? I hope we get the fight done soon. Let’s get it on.”
This interview were done a day before the Margarito fight and it came from Manny himself not from his waterboy Koncs. He was referring to the concession that he passed through Ross Greenburg in the 2nd negotiation that was not revealed to the public until now...
If Floyd really wants to fight Manny, he should have fought this man that he considered one-dimensional, no defense, come-forward-face-first, predictable, easy-fight with 5 inches shorter reach and 3 inches shorter in height midget back in March last year with no qualms and no demands!!!!

What's funny is whenever team pac changes their official stance or "excuse" in layman's term, his supports immediately hop on the wagon and wrap themselves in that excuse like a gospel spoken by jesus christ himself. Unfortunately for them, everyone else sees through the flaws and till this day there's still a strong sentiment that pacquiao does not want to get tested.
In regards to the OSTS. The moment roach/pacquiao and his team began preaching taking OSTs to prove the mayweathers wrong (FYI, roach said on an interview after pac-hatton that he'll take olympic style testing), their initial stance actually gave merit to the OST demand by floyd and his team. Where was the uproar about taking these tests initially? what about the philippine interview with pacquiao where he says he'll take any tests to prove them wrong? Looking at the big picture, the hypocrisy and bulk of lie stemmed from pac's camp. I've yet to hear a good excuse why floyd's 14 days was not good enough and why pac rushed to fight a lesser opponent in joshua clottey.

Manny bleeds more during fights and doesn't seemed "Weakened" in the least. Is there proof Manny loses stamina and his punch stats and power goes down after he's cut and bleeds?
After fights Manny goes to do post fight press conferences, sings, parties, etc. Who the hell is he kidding? Food for thought kids. The only thing "weak" is his constant flip flopping excuses and "accepting" full testing.
If he did accept full testing he could fully test for a fight with a LESSER Mosley whom Floyd already beat. Mosely ISN'T a tougher challenge to him than Floyd. He could take the full random OST without having to worry about not facing Floyd and get it over with making Floyd, the Mayweathers and all the non-believers look like fools and skyrocket his image.
Manny won't. Manny will retire before he's fully required.
Random OST would make ANYONE "weak" if they stood to lose everything by testing POSITIVE. Like it or not.

they argue that OST isn't true OST if not done for an entire year, yet they argue that OST takes too much blood, something manny doesn't want and it forces manny to bend to someone else's demands. OSDT is in fact a great deterrent to cheats since it is randomized and eliminates concerns for people cycling subtances. If you have sound reasoning, there really shouldnt be any argument there.
the sad thing about all this, pacquiao gets to stink up the sport even more with the lenient testing, diamond belts, gift title belts.. etc. the most corrupt and overhyped fighter ever.

- Floyd wants random testing. So does his fans.
- Floyd wants 14 days cutoff. Sounds good for his fans and find NOTHING wrong with 14 days cutoff.
- Floyd changes from 14 to no cutoff dates. So do Floyd fans.....
- Floyd has not had to think about being tested since 18 days prior to the Mosley fight. This is because the testing period was just weeks. Very different than possibly being tested at any time of the year. Meaning, the boxer knows when (which weeks) he will be tested. That's OK with the guy wanting to clean the sport. Funny enough, it's OK for his fans too!
Just imagine a big fight gets signed with just 10 days notice (example: Lewis vs Vitali) Then the fighters can possibly have 355 days of that year to use PEDS and 10 days to be careful.
Floyd fans keep on saying that we should follow OST but their stance keeps on changing to whatever Floyd says is OK. What's up with that?
You don't want OST, you want Floyd commissioned testing. See the difference?
I said this before. You need to call it a negotiation. Floyd wants it one way, Manny wanted it differently. At some point they may end up with a 5 day cut-off period and get this fight on.
