Who will be remembered as the greater fighter: Manny Pacquiao or Floyd Mayweather?

As much I don't like him as a person, Mayweather is the greater fighter.
I simply can't praise someone who is highly suspected of taking steroids in order to become this "great fighter". People can go on and on about how Pacquiao agreed to take blood tests (after refusing the first time), but it doesn't matter.
The man's refusal to take random blood tests the first time and him and his team coming up with ridiculous excuses (like he was afraid of needles and he didn't know what a steroid was) was all I needed to know to realize that this man is a cheat and a phony.

I think u and other people have a good reason to be su****ious, but imo, Pac not wanting to give in to Floyds demands doesnt make him guilty in my eyes.
I think there are possible explanations why Pac didnt want to take the tests....1, he didnt want to give Floyd the upper hand before they fought. SSM said Floyd wants to control his opponents before they fight. He loves playing mind games, and maybe the test requests was just mind games.
Also, Floyd Snr accused Pac of being a cheat. So i can understand, after being insulted like that, Pac not wanting to give in.
And 2, Pac says he believes the test could weaken him. We all know the etsts wont physically weaken him, but maybe psychologically it messes him up if the last time he took tests before a fight he lost to morales.
Or 3...Pac is cheating. But that would make him a massive massive ass.hole. To be fooling the sports world and all of his countrymen.
Not sure if i buy that.
And i dont think any drug can make a man that good.

But I mean really, Mayweather agreed to everything Pacquiao wanted. It was a 50/50 split, even though Mayweather was arguably the bigger star at the time, doing much more PPV buys against common opponents between him and Pacquiao. He agreed to Pacquiao's weight-stipulation, where if he came over the limit he would be subjected to a very big penalty and would owe Pacquiao huge amounts of money. I believe it was 1 million per pound.
He gave in to all of it. All he wanted in return was random blood testing that he would also go through himself. Seems fair.
If I were in Pacquiao's position and people were claiming I was using steroids, I would try to prove them wrong. Unless, of course, I really had something to hide..
I think that was just a bogus excuse for his loss to Morales. Morales just had his number. If it really did weaken him he wouldn't have been so strong in the end of the fight, where he actually started winning some rounds.
I just think it's very su****ious that he started getting better as he moved up in weight, despite many people claiming that he was on the slide. He carried up his power, too, which is very strange. He wasn't able to knock out Barrera or Marquez in both rematches, yet he somehow manages to knock out Cotto? Very strange for a super featherweight turned welterweight.
If I'm wrong, then Pacquiao is a remarkable force of nature and he's a certified all-time great that deserves every bit of the praise he gets. But I still believe he achieved his success by cheating.

I agree with your point, but why do people always say that one?
We all know, De la hoya was a walking zombie, I give floyd credit (as much as i dislike him) for beating de la hoya, even if he was past his prime, he went up to 154...and beat him....in a close match yes, but still won...
And he made hatton come up to 147, wen he could have easily gone to 140 and beat him....which took a lil credit away, but still i gave him credit...
Ok Pacman demolished hatton, at his best weight class...but was he the same fighter after mayweather? im not sure on that...
But the rest, Cotto, Clottey, Marg, and his past like marquez, barrera, morales etc....pac has the better legacy by far

Mayweather's the best boxer of this era, Pacquiao the best fighter.
I honestly think Mayweather could move up to fight guys like Martinez and Pacquiao could move down to 140 and fight top guys there and both would be remembered as great fighters.
To prove who's really the best of both needs to done in the ring.

floyd will have to beat pacquaio in a convincing fashion to tie up their legacies
right now its not even close, pacquaio by a mile, glorified 135 pounder beating up anyone under 154 lbs, floyd someone who has trouble with geezers and retires every couple months
