Yet Pac has came back from adversity and beating no3 p4p Bradley and taking unbeaten records one after the other, and making decent fighters look ordinary.
Pac has satisfied more criteria to being greater than Floyd. Floyd only has an unbeaten record to boast of and bring to the table, and historically unbeaten records have never been enough.
Pac's KO loss to Marq did not ruin him or tarnish his rep that badly(at least with fight fans/non-haters). He was never dominated by JMM, he was the one dominating when he got caught, he wasn't cautious enough with the one guy who knew his fighting style the best. He gave it his all, put it all on the line, entertained the fans, and "went out on his shield". Then he came back and showed the world he still has it. That, to me, is much more respectable than a questionable, manufactured "unbeaten record".

I like Pacquiao and if he and Mayweather do fight, I'd love nothing more than to see him win by brutal stoppage. But I'm not going to kid myself and say that he'll be remembered as the better fighter. Pacquiao will be remembered as a great offensive fighter, one of the best action fighters ever, maybe something like an Aaron Pryor but even higher due to his rise through the weights and multiple titles in multiple divisions (although let's not forget that he didn't exactly clean out divisions on his way up to welterweight - take lightweight for instance where he fought, what, once? And against a fairly poor title holder in David Diaz). Floyd on the other hand will be remembered as a top 5, maybe top 2 or 3 defensive fighter ever, quite possibly undefeated, somebody who could adapt to any style he faced in the ring, one of the smartest fighters of all-time, etc.
He needs to fight Manny though to really cement his legacy right near the top. In 50 years from now when historians are looking back, there aren't too many fighter's they're going to look at and say, "Yeah, but Floyd never fought this guy" except - and if he doesn't fight him, it's a big except - Manny Pacquiao.
