Pacquiao isn't eating 7,000 to gain weight, he's eating to maintain his weight. He walks around at about 150 to begin with.
Any athlete who trains 4 hours a day, 5 or 6 days a week, is burning a ton of calories. If he didn't eat 7,000 calories a day, he would start to lose weight.
He's not the only athlete like this. You hear about football players who put down 2 porterhouses after a game, or how Kobe eats McDonalds after workouts. These guys don't have to watch their calories because of how much they train.
Which is why Roach said "if he wanted to make 140, he'd have to start skipping meals". He could make 140, and even 135. He'd just have to maintain his current workout regimen and start cutting down to maybe 4,000 calories a day.
