Ali weighed below 215 pounds for all of his fights before the layoff and many more after 1970 also. One could claim that he should have been fighting at cruiserweight.

You can wipe out all but a dozen fights as they were in Germany which as Ottke's record proves isn't worth considering.
Of the dozen we're counting Ibragimov etc can't fight, Mercer was older than dirt and Brewster kicked his butt.
But his record reads well if your only interest in boxing is running your finger over stats which you can manipulate. I suggest you try baseball lot of stats and lots of steroid users you'll love it.
