To answer your question I can not think of a fighter who accomplished less than Hatton. His claim to fame was defeating a Kostya who was far past his best and then being dismantled by Floyd and Manny.
Hatton is a C class fighter and will soon be forgotten by the boxing world. The hype created around him to promote his fights with Floyd and Manny will linger for a while, but once it fades away he will just be the guy that beat Kostya when Kostya was on his way out.
And the performance against Kostya wasn't impressive. At least what Tyson did to Holmes was impressive, and the same goes for what Holmes did to Ali.
I'd say Hatton is at 14:59 of his 15 minutes and we're on the cusp of forgetting all about him.
