“That totally misses the point,” Tygart said of the reaction some may have upon hearing of Pacquiao’s concession and the timing of Mayweather’s last blood test. “If you know you aren’t going to be tested within the last 14 days, you can cheat and get away with it. Going By what Tygart is saying there was No Cut Off date.

The fighters did`nt know when the test was gonna be taken and when the cutoff date gonna be.That`s why its called random.

What cant you idiots understand this , Random and not knowing when is the key , dont matter if they never tested them at all because the athelet wont use because he dont know if they will test him or not ,,,, and its not up to the day as in must test , it could be up to the day , notice the word could goes hand in hand with the word random .
