So ESPN is lying? Says it right there in the article.
"We appeased Mayweather by agreeing to a urine analysis at any time, and blood testing before the press conference and after the fight. Mayweather pressed for blood testing even up to the weigh-in. He knew that Manny gets freaked out when his blood gets taken, and feels that it weakens him. This is just harassment and, to me, just signaled that he didn't want the fight

"We agreed to $10 million per pound, or fraction thereof," Schaefer said. "That's what the Pacquiao side wanted and we said OK to that. That's unheard of. We have agreed on everything except for this drug testing issue. I have to think Pacquiao is unaware of this. The drug testing had been part of the contract for a while and then they suddenly said no. I was informed of that [Tuesday] morning. Suddenly they changed course and I don't know why."

there you go it's not in the proposal that arum brought to pac...day one is a mythif manny pacquiao vs. Floyd mayweather jr. For the proposed date of march 13th becomes official, both fighters will have to undergo rigorous drug testing leading up to the fight. According to report by espn, part of the contract has both sides agreeing to be subjected to olympic-style drug testing that will include blood tests. the tests conducted on each fighter's blood samples will thoroughly be tested for steroids and other performance enhancing drugs or chemicals.
the highly respected and talented trainer for pacquiao, freddie roach was quoted by the publication in regards to the drug tests being a stipulation in the contract. roach stated: "mayweather's side wanted it because the expert over there, mayweather sr., says manny is on steroids to get bigger." roach is certain that he and his fighter pacquiao (who has already passed every drug test in his career so far) have nothing to hide. "i have no problem with the testing whatsoever," stated roach.
