I don't think Mayweather was ducking Pacquiao. If Pacquiao said yes then Mayweather would have had to fight him. There is no way he could of predicted that Manny wouldn't want to take the test. Anyway, I think 18-20 days would be a fair compromise. I don't think either side wanted this fight too bad or it would have happened. Gotta give credit to Mosley. He's been pursuing Mayweather for a long time and he finally got him.
