I have no quarrel with what you've said, and I do not accuse Manny of being a juicer, but you do know why Arum & Roach both say that they will take the tests if approved by the NSAC, right? The NSAC is a state-funded organization, and if you are familiar with the types of deficits that most states are facing right now, then there is no way they are going to approve the new testing which would require a significant increase in funding. Even in good economic times the additional testing would be tough to swallow. For big fights the money would not be an issue, but when you take into account the club fights that are also regulated by the commission then you see that the additional testing is probably not feasible.

The commission doesn't have to pick up the tab, they can just make the testing mandatory that the fighter/promoter needs to pay for.

This will surely kill small-time boxing, but that just means more boxers would stay as amateur until they sign with a promoter with deep pockets.

when somebody looks gassed out at super feather weight then moves up weight class after weight class and is dominating fools left and right their is absolutely nothing wrong with asking the question is this guy legit. we have testing now that can verify if manny is the real deal or he is juicing and pac refuses to take those tests. if i was gonna fight david after he beat goliath i would want assurances that he fights fair and every sane person would. only the cult of pacquiao followers would not.

Yeah but he contradicts himself calling pacquiao a great fighter in the past, jumping around pac fights like a mad man saying Pac is the next best fighter. Now he has to face Pac he calls him "ordinary" just out of convenience. Why was pac great before and now just "ordinary". If you listen to the gospel of Floyd you got to take that into account.
