Tito has to be ranked in the top 10 fighters of this era, He held titles in 3 different weight classes, holds the record for most Championship defenses as a Welter as well, he fought all the top guys of his era. He fought guys that were undeafeated like Oba Carr, Yuri Boy Campas, Reid, Vargas, DLH, how can he not be ranked in the top ten, at 147/154 he was king, 160 Berard was and I think still is the man.
