You're being extremely unfair to Clottey and/or nuthugging Williams. Clottey tried to get a fight with Williams last June, before Williams had even considered a fight with Pavlik - at that time, he was in negotiations to fight Dzinziruk, not Pavlik. HBO wanted Williams to fight Clottey rather than Dzinziruk, but Williams said no, and the reason he gave was that Clottey had lost to Cotto. Considering that many thought Clottey deserved the decision against Cotto, and considering he was still the #3 ranked Welterweight at that time, and considering HBO were offering him more money to fight Clottey than they were offering him to fight Dzinziruk, that made Williams look very bad at the time. And Clottey had also tried to get a fight with Williams the previous November, but that time, HBO killed it.
