Because Pacquiao was never a true flyweight like Inoue. Pacquiao was just 15 year old impoverished kid. The moment he started eating good Pacquiao had to jump 3 weightclasses because he could make weight anymore.

What is Inoues fight night weight I dont know what it is, but knowing it makes it so that around 4-5 pounds above that is about the maximin level of his body where his class can compensate just as Floyd and Mannys ability is what allowed them to shine, Inoue would be the smaller man just as Manny and Floyd were the lighter man in the vast majority of their fights sometimes by up to 15+ plus pounds smaller, fans seem highly protective of their guy and I never got the concept of that, Id love Inoue to go up in weight and really push the envelope.
