No, the ref did not give those instructions in the Usyk fight, but nobody pays attention to those repetitive instructions anyway because everyone in boxing knows that punches below the belt are not allowed. These types of punches/violations have become so commonplace, as well as other violations like ducking below the waist - that people have forgotten that they're illegal moves.

Its not a false controversy alot think it was legal and they have a right to think it, it wasnt a low blow imo; but the ref called it one and usyk took advantage and came back to make him quit. if it were the other way around many would say it was legal. punches BELOW the belt are illegal while punches ON THE belt are legal especially if the belt is covering the belly button or high. this one was more on the belt than below. and the ref needs to give instructions so its known.

Look at the cover photo of this video. Look where the bottom of the glove is. If that's not a low blow I don't know what is!

The other has never beaten a world class fighter. Now, why is that?
