I don't care what anybody says Floyd clearly isn't a legit 147lb fighter. The other 147lb fighters walk around weighing much more than Floyd does.

If Floyd plans on staying at 147, he see's no point in cutting weight to fight at 140
Personally i think the weight should be 143
Floyd would be coming off a 2 year layoff and dropping 4 lbs while JMM would be increasing 8 lbs ( equivalent of DLH - Floyd but JMM wouldn't be as heavily outweighed )
Also JMM called out Floyd, if JMM feels Floyd 's ( the bigger draw ) demands are too high then he should take on Valero
I think Floyd has got future fights in mind when taking this fight, they will be at 147, hence 147 being the weight

I don't think Floyd will budge and make a catch weight. Face it guys, Floyd is a WELTERWEIGHT and has been since 2005. Why in the world would he try moving down in weight after fighting 2 yrs at WW (with a world title) and come off a 2 yr layoff to fight at a 14-143 catch weight?
Floyd still wants to high reward / low risk and he sees it in JMM. The only problem is even if he fights and beats JMM at 147, he won't get any credit for it. JMM is unproven at any weight above 135. At least with Pac he fought at 147 and is now fighting at 140.
But after the smoke settles and he fights either Pac, JMM, or both...he's gotta take on either Cotto or Mosley. Either is a box office draw.
