Not according to some info I've seen. The average weight Cotto comes into a fight at is apparently 153lbs. How accurate this is, I'm not sure, but it's not all down to weight anyway. Weight isn't a huge factor, skill is way more important.

It's funny how many people think Pac is so much smaller than Cotto. They are dead wrong. The difference is not that great.

They should have fought years ago when Pac was at 130 and Cotto at 140...
now Cotto has grown much as a natural WW, but again it does not matter.
Manny can weigh 148-150 at the fight even if Cotto weighs at 154-160+,
Indeed Cotto will be much stronger and dangerous for Pac, I really don't see Pacman winning but I'll give him a chance at least and see him perform against a prime WW, It's a shame that Dela Hoya--by looking shot, didn't gave Pacman a chance to legitimately prove his greatness.

floyd mayweather has been doing it for yrs...of course it is a fair fight. Zab has done it as well..it's fair and cotto isn't too big, just bigger.. Seeing the fight of Zab-Clottey, Zab weighed as a WW and Clottey weighed like a MW... I can see that Zab can win that fight by points, Zab just can't seem to hurt or make Clottey back down, Zab just got frustrated and just decided to quit. Zab lost the fight because he lacked the heart to continue. And we all know that Zab's heart is no way near Pac's.

So back to the topic... I suggest you read about the exhibition match of Stanley Ketchel versus Jack Johnson. So all of you may see that the Cotto-Pacquiao match-up is not that a mismatch as it seems with regards to weight or size advantages.
