It is against the law to plan to commit a crime.
There is more than enough to bring conspiracy charges, and there is enough to bring attempted assault with a deadly weapon charges, possibly even attempted murder charges if they really want to be ****s about it.
They can slap unlawful possession of a deadly weapon charges on him.
There is actually enough legal precedence on the books that they would have little trouble throwing Margarito in jail.

I find it odd they say the highest possible punishment is simply a 1 year ban, and then he can fight again. Why, why not more if he had an intention to harm with a weapon?
Whilst understanding why, it is pretty lame that he can lay just one glove on a guy in a fight then get caught, and penalised far more. But if he gets caught before hand, then somehow the punishment is drastically lower to the point it's really that realistic he wasn't fully intending on fighting with those wraps.
This isn't a case whereby someone is carrying a weapon like a knife to possibly harm somone.
This is a case whereby he was setup and had to have used the weapon on his hands, for they were strapped up ready to land in fifteen minutes.
Even then, just carrying a knife certainly in the UK, can hold a serious punishment. So this seems a bit weak to me, especially given this is a so called responsible professional.
