Napoles is one of the tougher matchups for Leonard at 147 but I think Leonard wins a close decision

On his best day, Mantequilla wins definitely. On an average day/night and esp if he gets cut, he might lose. Cuts were his biggest enemy. But I laugh at the notion that Leonard was a harder puncher than Napoles. Hedgemon Lewis' trainer called Napoles a true puncher. Leonard on the other hand was never known primarily for his punching power, esp not above 147.

Why do you think Napoles wins definitely? What if Leonard also had his best day on the same night? Is Napoles best day that much better than Leonard's? I'd certainly argue black, blue, green and red that it's possible that Leonard's best day was better than anyone's at 147 and definitely no worse.

Leonard was clearly a very hard puncher when he landed flush and actually planted his feet. You don't get stoppages over Benitez (well, Benitez should have lasted, but he was still put down twice and hurt pretty bad), Hearns, and other top guys without having good power. It's underrated, but it wasn't mind blowing.
Napoles did have very good power but not enough to bother Leonard. I think the size and reach of Leonard, his speed, jab and combinations would get him the win. It's possible that he wins on cuts obviously.
