Cotto had 4 months to train and could come in at 147 and his title would still be on the line.

    • The weight limit for the fight was originally 144 pounds. Two days before the weigh-in, Mayweather's team made overtures to Golden Boy Promotions in an effort to have Marquez agree to change weight on the bout agreements to be filed with the . However, Marquez's contract had already been filed reading 144 pounds, according to commission executive director . But Kizer said the bout agreement was retrieved from the commission by Golden Boy Promotions and changed to 147 with Marquez initialing it. Mayweather's contract with 147 pounds was not filed with the commission until minutes before the weigh-in on Friday. Kizer said it was supposed to be filed on Wednesday. Kizer said the Mayweather camp asked to file it Thursday and he said OK, but that deadline also came and went. "We were very unhappy with the lateness of Mr. Mayweather's contract," Kizer said. Kizer said that had the bout agreements not been changed to 147, Mayweather would have faced a fine from the commission in addition to whatever penalty he had agreed to pay Marquez, which was $300,000 per pound. For being two pounds overweight, Kizer said the penalty would have been 10 percent of his purse, or $1 million. Had he been three pounds over, the figure would have jumped to a 20 percent fine.
That was an agreement broken completely in gross exploitation of differing weight class fights.

        - - Boxrec the source, but it aligns perfectly with my memory.

l'l floydy was crawling hands and knees to Oscar to pay l'l's billion taxbill. Purse seized by IRS for back taxes. Same with the Mosely fight that followed.

Sometimes 1 pound is all it takes. Why make Cotto go to 145, but then fight Clottey and Mosley at full 147

Don’t forget that the Pacquaio-Mosley fight was the original plan. But Freddie Roach said there’s no way that fight can happen at 147 because Mosley is “too good”.

Years later after his loss to Mayweather and draw with Sergio Mora, they went ahead with the fight at 147.

              - - Valhalla to Kara-

The only mandatory weight stipulation was the 147 lb welterweight title limit as was explained to you. A single IQ point is all it takes to understand that.

Why would you evaluate a fighter based on what his manager says?

Should we evaluate Dempsey based on what Kearns says; Marciano on Weill; Louis on Roxoborough; Tyson on King; Liston on Palermo; or Ali on what Herbert said?

Teddy Atlas ran off at the mouth (just like the above) way too often. What he might have to say about PAC Man's capabilities should be taken at best, with a grain of salt, possibly ignored all together.

                  - - Dan speaking out of his Ham again is it?

Manny fought Cotto who whooped Mosley in 2007. Manny still at 130 then. Manny made a spectacular weight jump in 2008 as an emergency fill in for the Oscar/l'l floydy rematch when the l'l guy had a public mental breakdown to retire. Manny then dropped to 140 to clean out #1 Hatton, and jumped back to 147 to clean out Cotto, Clottey, and Marg consecutively, you know, the guys l'l floydy was ducking back them. He then fought Mosley with better results than l'l floydy had.

Is you right Hamded or left Hamded or ambidextro Hamded?

What does any of that have to do with the fact that Mosley was the #1 in the divison at the time and they refused to fight him at 147 because he was quote "too good"?

The fact he then fought him at 147 coming off two bad performances doesn't support what you're trying to argue it actually does the opposite.

I'm evaluating based on the fact they didn't fight him at 147 because he was quote "too good".

It's in direct response to what I quoted, about fighting Cotto at 145 and not 147.
