there are a myriad of factors believed to be responsible for the actual physical changes that you are alluding to (in this case we are talking bout uranium in PR,) but the massive increases in the rate of autism have much more to do with the difference in the means by which people have diagnosed autism in different periods in time.
the increases in the rates of autism are a classic case of a statistic that looks spectacular, but really doesn't evaluate the phenomenon.

this is a misleading set of statistics. it charts the definition of the disease more than anything else.
what's changed more than the population is the way the population defines autism.
