Because it's like living in outer space.
One thing goes wrong, and the structure is compromised, water implodes in and everybody is dead.

Because I've never been rich enough to build my under water hotel. Sadly.
More seriously it's because we're just not efficient enough to be cost effective. Bro, we don't even have a mobile society yet. Not one old decommissioned aircraft carrier is used as a mobile city. Because we can't. Hell, we don't even have the land properly populated yet, because we can't.
If you mean a permanent station where science ****ers can do science what like ISS and that Antarctic bull, look up sea labs. Florida has one. It's **** but it does exist. I think they're super under funded though because what sort of science requires a bit of gulf that can't be done in a pool but can be done in a stationary facility? Some niche ass **** is what.

You might be onto something. After all, the band Busted wrote about going into the year 3000
They said not much has changed but we live under water.
To me that's was a little confusing as for humans to be living underwater, i would definitely constitute that as a very big change for humanity indeed.
But who was I to question the wisdom of Busted?
Anyway to the original point. It's would be too expensive.
