Tricky question. The core concept here is 1 pound is 1 pound. Which is to say, one pound of fat weighs as much as one pound of muscle. But, muscle is more dense than fat. There's no arguing that someone who's very muscular is likely a lot faster than a Biggest Loser contestant, but the key point is that there is a line of diminishing returns when adding both muscle AND fat.

What that means is simple - there is a point where when you add weight of any variety, you'll slow down (comparably). What slows you down FASTEST (e.g. - when do you hit the line of diminishing returns with each) - I'd probably say fat, as muscle has more receptive nerve endings than fat does.

Fat. Simple, look at sprinters. Work on your fast twitch muscle fibres with explosive lifting, plyometrics and sprints and you will gain explosive speed and muscle mass.
