No, the truth is Pacquiao refused Floyd's testing, not testing in general. Floyd's standard, which was unprecedented in boxing at the time, didn't even adhere to Olympic style testing, it was his preferred methodology, that's it. And we all know now, that testing was insufficient to catch anything that urine testing wouldn't have. The whole point of OST is year round so they have time to compare blood levels throughout the year, not just for a few weeks.

Even before the initial discussion, there is a video where Manny explains why and had his concerns .... not that hard to understand but he still agreed to test beforehand and later that year he was even going to agree to 14 then 7 then no cut off days. During that time, he still knocked down guys like Mosley, beat guys like Margarito to a pulp and even today, people are weary to exchange with Manny!!!



Actually when we found out that Floyd used BANNED IVs, he had a few excuses.

Floyd said that urinating and giving blood for tests , that were done about 10 days prior, had him so drained that he needed to take a couple of BANNED IV bags!!!
