            Pacquiao was taking Celestone which is a brand name for Betamethasone, it's on the form.

                If Pacquiao was using illegal drugs while being tested by USADA, imagine what kind of drugs he was taking when there was no oversight.

                Suddenly it's quite clear why Pacquiao ducked Mayweather in 2009/2010 and refused random blood testing.
