They may not necessarily hit harder. But in sparring, I'm sure Khan had on headgear and I'm sure Angulo and this other guy had 20oz+ gloves on. Plus, they're a lot slower than Khan so its likely he wouldn't be getting punches he dosnt see coming. Also, they're probably not following through and actually attempting to hurt their opponent the way they would on fight night.
