The way I see it is that Bob Arum would rather make money in two places than just one, so it'll be Pacquiao vs. Provodnikov and Marquez vs. Bradley II. If it's Pacquiao vs. Bradley II then pretty much Marquez and Provodnikov have no one to fight. Marquez won't fight Provodnikov because he wants a title in a 5th division badly, plus he probably sees Provodnikov as a high risk/low reward fight.
And who would be out there for Provodnikov? Rios? That's it. And that fight won't do good with Rios coming off of a beating by Pacquiao.

If Pacquiao's still motivated and serious about his career he'll pick Bradley. That would be the most logical opponent who would better prepare him for a potential match-up with Mayweather, but if his love for boxing has declined it's going to be Ruslan. Pacquiao is nearing the tail-end of his career and passing the torch onto a friend and sparring partner in victory or defeat would leave him with no regrets.
