Why the HELL is Zab Judah even being considered for Manny Pacquiao?

I'm not even talking about what Zab has done recently but what has he ever done for him to be considered fighting Manny.
I know Manny and Arum like to fight fighters coming off poor performances but this potential Zab fight is on a whole new low level.
Please somebody explain to me why Zab is being considered?

I'm waiting to see what the PPV results for the Pac-Mosley fight are. If it has really sold 1.2 mill PPVs as Arum says, then it means that Pac can fight anyone he wants. If you can sell 1.2 mill PPVs against a shot fighter than it means you have become so big that your opposition doesn't even matter. Zab Judah? Sure.
And this whole concept of 'deserving' **** in boxing exists in the fantasy of some boxing fans. Don't you know your sport?

If this fight gets made, it'll be because of the money, same reason as the Mosley fight was made. It's nothing to do with Mayweather and everything to do with the $$$.
And wazaa, Judah is the last guy you should want Khan to fight, he has the power and handspeed to finish him early just like Prescott, bad match-up for Khan.

Because Judah still has no wins which qualify him for such a high level fight. I can see Khan or JMM for him, but he has no credentials to fight Pacquiao. The other three at least had the size and strength adavantage. No way Judah can be competitive with Pacquiao, and unlie the others he won't even come close to going the distance.
