Promoters, fighters, and boxing commisssios are sure as hell niot gonna foot the bill. The only reason this isn't happening is because promoters, sanctioning bodies and state commissions do not want to lose money on fights being cancelled. Especially promoters because they don't want to find out their top guys that they've invested time and money into are cheating. What if the guy isn't is good without the enhancements? They do not want to take that risk. Boxing is one of the shadiest sports around. The promoters do not care about the health of their fighters. It's the hurt business. So they'd rather make their cash than risk putting money into a fighter that's cheating.
Pac and Mayweather could have lead by example, but Pac walked away without a single good reason.

FLOYD WAS JUST NEVER INTERESTED PERIOD.. TO BAD YOUR TOO CLOSE MINDED TO SEE THIS...
Pac fans are just delusional. They won't even address what good reason Pac could have for asking for a cutoff. The answer is, there is no good reason. If there's no good reason, then why would he walk away from the biggest fight in ages?
