Joe Frazier obviously fought in a better era of heavyweight boxing and he only lost to fighters that probably would defeat Marciano as well. He was sometimes referred to as "the black Marciano", but he was both bigger and faster, and with a more lethal left hook.
That being said, Rocky Marciano managed to stay undefeated, eventhough that was against lesser opponents. He retired whilst on top of his game and did not make any ill-advised comebacks, like Frazier who came back to fight a draw against some clubfighter in 1981. Marciano also had to struggle with more disadvantages than Frazier, being small, slow, awkward and somtimes downright clumsy. He still fought his way to the top of the division, became champion, fought all comers and retired with a 90 ps kayo ratio. And, that famous SusieQ must come into consideration as well.
Rocky Marciano should be remembered as a greater heavyweight than Joe Frazier in my opinion.

Marciano was a victim of his own era. Archie Moore was old Joe Louis was old.
Ezzard Charles was the only truly great opposition he had to deal with.
But that was his era.
Unlike Frazier, Marciano was not naturally gifted when he first came to Charlie Goldman. He was molded from scratch.
Frazier gets the nod IMO.
